Low resistance atties burn hotter on stock batteries than regular resistance atties do (and thus LRs shorten the runtime and lifecycle of the battery because they draw more power). This is to simulate higher voltage vaping (say, 5v) for bigger hits, more vapor/TH, etc.

HV atties are for use on higher voltage mods/passthroughs (again, 5v and up) - some people prefer to run their regular atties at 5v for more heat. You don't want to use LR atties on HV power sources - the extra heat is too much and will turn your atty into a crispy critter.

Hotter vaping burns through juice faster and uses more power per unit of time. Juices taste different at various levels of heat - hotter vaping is often a flavor-killer, especially delicate flavors. Some flavors really shine only at lower temperatures. So it depends on what effect you're going for!
