Low Resistance + Low Voltage = Low power consumption?

Sorry for a noob question... I understand LR is normally used on a fixed voltage mod to allow a higher resistance:voltage ratio (more saturated vape).

Question here is on a VV mod, if i were to use an LR + LV, would it reduce power consumption on battery compared to SR/HR + HV?

Power = Voltage x Voltage / Resistance

You need to do the maths yourself.
But its should be about the same.
