What's the lowest resistance carto I can buy?

As far as I know the lowest is a SmokTech 1.7Ω Resurrector. Different vendors may have their name on them.

Yes but those are dual coil!!!

Are these pre-punched? I assume the regular is 35mm, right?

35mm is the regular. Both sites should have pre punched, just browse around the carto section.
