Magneto won't fire. Possibly bad top cap and/or pin

My magneto will not fire. It's supposed to be a Magneto II with a floating pin, but it does not seem to be floating. It moves around if you flip the mod upside down. Not floating, right?

Any help with the Magneto or any other mod that pins not firing?

I don't have a magneto, but yes a floating pin moves around. Some are tighter than others, but are not threaded into place.
