With the TPD requirements, DIY is a bit more difficult than if you were living elsewhere, especially with a target strength of 8mg. The bureaucrats have made it all but impossible to do DIY on the cheap. And those 30ml bottles you're purchasing? TPD rules forbid that.

Max nicotine strength (including base nicotine) is 20mg. Largest bottle you can purchase is supposedly 10ml.

What TPD does (as most if not all regulatory schemes do) is apply across the board, affecting the costs of all alternatives without affecting their rankings. That is, if DIY was the most cost effective plan absent TPD regs, it would still be so in the presence of TPD.

If store-bought liquid costs 13€ and DIY juice costs 4€ pre-TPD, and TPD imposed an additional cost of 10% (financial and economic combined), then store-bought would cost 14.30€ and DIY would cost 4.40€. The only way for the ranking of alternatives to change would be if the TPD scheme hit DIY much harder.

replicating some flavors is nearly impossible to a degree, you might get close but it seems in never really is 100% match. DIY normally is less expensive to do as far as price per ml... doing Naturally Extracted Tobaccos tho can be rather pricey. There is always the chance of messing up a batch and having to toss it down the drain too... total loss. Do too many of total losses then it gets more expensive than buying juice.

The TPD was/is about tax and dose and standardization. A pack of smokes = a bottle of juice = same tax (easy peasy)
(watch the FDA do the same thing)

Isn't it true though that all liquids containing nicotine went up 2X, 3X, 4X? If so, then the ranking of alternatives remains the same, assuming that DIY was the least costly alternative.

Each member state of the EU can add on anything they like to the "base" TPD regulations.
Additional taxes, on line selling restrictions, age verification requirements, etc.
But the point of my post was that the retail market lost bulk, high strength nicotine base. We are forced to purchase it in 10ml bottles and at 20mg/ml.
We can't buy cases of pop from the Costco anymore, now we must buy singles from the vending machine.
Much more expensive.

Exactly. And if you want an e-liquid strength that's higher than the 20mg mandate, you're pretty much out of luck unless you're able to import a higher strength base and not get it seized.

I'm happy someone in Europe can buy 30ml bottles with 8mg. :thumb:

Obviously, regardless of the curious situation (30ml/8mg is not strictly legal), DIY is much cheaper than shop-bought.

The really cheap DIY is now finished as 10ml of 18mg you buy to dilute into mixes in more expensive than 72mg diluted into mixes.

10ml of 18mg unflavoured base liquid, known as 'nicotine shots' is on sale from about 1.80 Euros (£1.59)
The enterprising shops are selling large bottles of flavoured zero nicotine liquids (up to 100ml) which you add a specified amount of shots to.

My usual vapeshop has only 0mg liquids and they mix the nicotine themselves, I don't know if that makes it legal or if it's still illegal, but that's how I've been purchasing.
Hi welcome I live in Portugal too. I am not in too making liquids. Still buying them from Spain. Take a look at this shop where you can buy base until 200ml with nicotine. Delivery 24-48hours. I ordered there regularly. Also much cheaper than in Portugal

That TPD stuff better not come across the pond, or ill get some oil drums full of pg and throw a bunch of carolina leafs in there. I feel sorry for Europe and vaping, almost like they want people to smoke cigs to keep populations down,all of Europe is broke, or greed. What is the justifications for TPD laws? Sorry OP, I cannot give advice of how to acquire what you need in Portugal or I would.

Folks, Europe is under TPD which limits max nicotine strength to 20mg (including nicotine base) and can only be purchased in 10 ml bottles.
A "Directive" is not a law. When the EU issues a directive, it's up to each member country to implement it in their own laws and then to enforce those laws. Some countries go about this with less enthusiasm than others.
