Isn't this the same Jerry Brown that sued Smoking Everywhere and njoy when he was CA's Attorney General? He made them agree to stop doing things such as claiming that there is no tar in vapor until it can be proven scientifically.

California is broke. Brown is flogging an increase in sales taxes, among other tax increases on the Nov ballot. We think it's going to fail and he probably is worried. tobacco taxes are filling a huge gap in the income stream for him.

What's the old saying "money talks and bull..... walks?" Gov Brown is on the side of money and taxes. He doesn't care where it comes from as long as it arrives.
