When using the condom trick, I've found that the best way to get the fluid to absorb out into the poly-fill completely with less mess is to do as follows:

1. Fill condom with appropriate amount of fluid. I don't have much luck past ~15-16 drops, but some people may have the patience to get more in there.
2. Use a little tool (like a toothpick or paperclip) to remove the soft-top from the carto as if you were about to fill via dripping method. The reason for removing the soft-top of the carto is so that you can observe the fluids progress as you work the fluid up into the polyfill, and also to make room for some fluid to pool up on top of the fill, which allows gravity to do its thing for you.
3. Start to push the carto down into the condom. Fluid will simultaneously go up into the polyfill from the bottom, and try squirt out the center hole at the top. With the soft-top removed, there is a larger area for the fluid to pool up on top of the polyfill. Go ahead and push down on the carto until there is a decent puddle sitting on top of the polyfill. You can probably fit most of the fluid in there on this first initial push, then just set the unit still inside the condom aside for a few minutes standing up vertically. This will give the fluid time to absorb down into the polyfill. Since the condom is still in place, the fluid has no where to escape to.
4. Once the fluid that was pooled on top as absorbed in, press the condom on the rest of the way and work the remaining few drops in there by squeezing the end of the condom with the tips of your fingers down around the threads of the cartomizer.
5. Back off the condom just slightly so that it will stand up vertically again for a few minutes, allow to sit and absorb.
6. Slowly remove the condom so as not to pull out any fluid. Wipe up the base of the carto with a paper towel, rinse out condom under warm running water.

*Thicker fluids need more time, and to really get a good refill, you will almost always need to use the condom trick to fill the carto. Thick fluids that are simply dripped down through the top will drain down the center hole faster than they can be absorbed into the polyfill, which creates the illusion that the carto is "filled" when in fact the fluid is just by-passing the polyfill all-together and draining out the base. Thinner fluids can be dripped from the top and seem to absorb out into the polyfill correctly.
