I'm with Dan. Menthol crystals are oil and alcohol soluble, but not water soluble, so you should use the highest possible alcohol content for making your flavor concentrate. Everclear works like a champ- no separation or layering what so ever. Any extra water in the mix will only cause problems. The concentration ratio I use is 2.0g crystals in 3ml grain alcohol (let sit for an hour or 2 with occasional agitation). The resulting solution is fully dissolved with no solids or layering, and is very potent! It also mixes into ejuice spledidly. I put about 1 drop of my menthol liquid per ml of ejuice (roughly 2% by volume) and its plenty strong enough for me. Hope this is helpful.

I just went to Shoppers drug mart and they sold me Menthol Crystals over the counter. The only charged me $1.99 for 10g and it beats the heck out of waiting for an ebay order.
