I cleaned the inside with isopropyl alcohol 91 % fixed a problem I was having that caused another,the window is now foggy inside
should I try 99%.

It most likely dirt that evaporated back onto the window. Take some more 91% and pour a little where it puddles on the window and tilt it back letting it drain out again . Do it so its like a wave of iso goig over the window. This should take care of it.

Also, don't just start using it again after that, stick it in hot water cupboard overnight, this will ensure all the moisture gets out of the tube and won't condensate on window (might want to orient it cap-side up with no cap on).

+1 on that . Remember that your using the alcohol to soak up dirt. When alcohol evaporates the dirt doesnt so giving it that final rinse before letting it sit upside down and evaporate is important to get the alcohol dirt mix out first.

Anyone knows or have tried to use a electronic cleaning spray can to clean the inside?

Edit: I have now used a electronic cleaning spray and it worked. Everything is normal now.
