Mixing technique for base liquid

Hello - newbie DIY'r. I recently got in some 100mg all VG nic and I want to mix up some 18mg base liquid to add flavoring to later. I have read some about "hotspots" but haven't been able to find a ton about it.

How do you mix your base liquids, especially all VG, to make sure it's evenly mixed and no "pockets" of high nic? Anything special beyond just shaking really well?
