According to several sources, Mississippi has the lowest literacy rate in the country.

Learning this made me understand why it's extremely rare for newspapers to report on smoke-free proposals in Mississippi before they're passed.

Unfortunately, this policy likely does include e-cigs, as the Mississippi Health Department provides incentives to local communities for enacting their model policy. As I recall, if you don't get permission from them to modify the model ordinance, you lose your money for smoke-free signs.

As long as activists and government officials comply with the laws when enacting/promulgating legislation/regulations, its legal.

In many states, small towns, counties and local boards of health only have to post official notices at several locations (e.g. courthouse, library, small notice in a local newspaper) and hold several meetings to enact/promulgate a new law/regulation.

That's why the news media has always been considered the fourth branch of government, as they often run stories exposing various legislative and regulatory proposals.

It appears that the DHHS has been illegally funding efforts in MS to enact legislation that ban indoor smoking (and the use of e-cigarettes). This DHHS grant to the MS Health Dept amazingly states:

The Mississippi State Department of Health (MSDH) Office of tobacco Control (OTC) will utilize funding to engage in a two-year campaign that will result in the passage and implementation of a comprehensive, statewide smoke-free air law.
Project Summary

As posted on previous thread about 6 months ago, several bills were introduced in MS legislature to ban smoking (and use of e-cigs) in all workplaces. The bills weren't enacted.

I suspect its the same group in MS that is now lobbying for local ordinances.
