I'm new to vaping so I don't know what the difference between mods are. What's a hybrid mod, mech mod, regulated mod etc... ???

If I'm not mistaken, a hybrid mod is one where the juice deliver device and the battery look as if they were made as one unit. A mech or mechanical mod is one that doesn't use any electronic circuit boards to vary voltage or wattage - similar to the way a flashlight works; you press the button and it works. Regulated mods have a chip to vary the voltage and/or the wattage and provide safety features.

Nicotine

A "general guideline" for nicotine concentration in e-liquid to the number of cigarettes smoked per day. If you are subohming (resistance under 1.0Ω) cut these nicotine levels by at least 50%.

06 mg = 10 cigarettes or less
12 mg = 20 cigarettes
18 mg = 30 cigarettes
24 mg = 40 cigarettes

eLiquid/Juice

PG = Propylene Glycol - the "flavor carrier" of e-liquid. A secondary source of "throat hit", but not as strong as the nicotine concentration. Some people have a sensitivity or even an allergy to PG. It's very thin.

VG = Vegetable Glycerin - the "vapor maker" of e-liquid. Used as a sweeter in many food sources, and also as a skin emollient. It's very thick. Often labeled just "Glycerine"

PG and VG are often used together in different ratios in e-liquid. For example, a 50/50 PG/VG ratio. Some juice vendors offer a range of different ratios as far as PG/VG.

Batteries are more likely to explode while charging than they would in your face. While a bag may not fully contain an explosion, it would aid in damage control in the case off fire.

OP wants to be safe. That is an option.

I see quite a few posts here which were written not to help you but to show that poster do know a bit about vaping. Ignore them. There are different types of mods.
1. Mech mods vs regulated mods. Mech mods are most dangerous for beginners, stay away of them. I believe all in-face explosions happened with mech mods.
2. Regulated mods can be, well, unregulated and regulated. Regualted let you change input voltage and adjust vaping intensity to your liking. I would recomment them. All of these mods should have built-in safety features.
3. Mods with build-in battery and with replaceable battery. Built-in battery is easier to use, but in terms of safety they may be a little bit (just a little bit) less safe. Mods with replaceable battery require you to buy spare batteries and charger.
4. Small mods, bigger mods, big mods.
5. Cylindrical mods and box mods.
6. Mods with temperature control and without one (would not recommend temperature control for you now, it's new and safety record is very short).

It's up to you to choose what kind of mod you like and ask a bit more definite question, for example "which small regulated box mod is safe enough for me?" A bit confusing, but...

Disclaimer: I have not used most of the types of mods, only heard about them.

I am by no means an expert. But I am concerned about safety. Unless you're planning on diving right into sub ohming the eleaf istick 30 should be fine. It's battery is internal, so no worries about fakes (unless you get a fake istick) and has double the wattage you're probably going to use, so less chance of it getting too hot or damaging the battery. Just make sure you only charge it with it's own charger if you're not going to plug it into a computer.

In terms of overrall safety which would you recommed. My #1 priority is safety.
A regulated mod which uses external IMR batteries. I recommend a Provari, a mod by Provape, a manufacturer whose first priority is to make the safest mod possible. Use IMR batteries manufactured by AW, LG, Panasonic, Samsung, or Sony ... no off brands. (The Provari uses only AW IMR button top batteries.)

Which e-cig or starter kit (that isn't modded) has a very reliable battery and has almost 0% change of a KA-BOOM or fire? You see, I am sooooooooooooooooooooooooooooooooooooooooooooxoooxooooxooxoxoooooo scared of explosions after all the stuff on the news.

As long as it uses a lithium battery, there is a potential risk.

Yes but e-cigs have a stronger risk since the atomizer is right next to the battery and what if I dropped it? I don't what my face or foot to explode. dude plz, I am scared I've done research plz help.

so long as you can be happy with lower powered setups with lower capacity batteries, their is less risk involved

I started out with the little cigalikes; they had small batteries like 250, 300, maybe 600 mAh.
Then I upgraded to ego sized setups, like the EVOD types; those carry 1000 mAh batteries.
Then I upgraded to replaceble 18650 battery mods; those are like 2000m Ah batteries.

With the 18650 size mods, most times you can setup to use an 18350 size 1000 mAh battery

Information will keep you vaping safe.

Batteries are stored energy, just like a gas can. If mishandled, either has the potential for explosive condition. It is up to the user to handle them both with care. neither is much to worry about, but one wrong move, and BOOM. It is up to the user to know proper handling.

To answer your question, any e-cig is safe in the hands of someone who uses it with responsibility.
