Mvp 2.0 step down voltage?

The mvp 2.0 uses Ohms law to find the resistance + your desired wattage to apply the correct voltage to the atomizer. But to say it has step down No it dose not.

That does not tell me anything.im sorry but I'm a simple guy that needs simple answers. Does it fire at the voltage/wattage I choose or no?the 30w has step down voltage but though it claims it does the i stick 20w does not.

Let me get a little more detailed as well. That may help provide an answer better. I would still consider myself new to vaping as I haven't branched out much. I had a clk 1280 and that seemed to work great. died on me. Bought an istick 20w and I blow through three times a much liquid and a ton of burnt hits with a fully charged battery. This prompted me ot jump on the net and see what people say bout the I stick as im only vaping at 3-4v, which is a lil strange in the first place to be getting burnt hits at that voltage. This prompts me to get online and do some research. low and behold, I find the problem. Others have had the same issue due to the Istick not dropping down the voltage (like they claimed it did) when it was charged to a higher voltage than I wanted to vape. It vapes at the max voltage till the battery is drained enough to have to step up to my voltage. I want something small, so my options are Istick 30 or something in the mvp line.
