Is it important to let the battery drain before recharging? I'm on the road traveling and near an outlet and in the yellow...don't want to "get caught with my pants down" and was thinking of topping off the charge...does it really matter?

Lithium ions don't have "memory" effects like the old nickel-cadmimum. You can "top off" as needed. In fact, just use your battery to suit what you need. There are control chips in modern vapor devices and chargers (and some
batteries even) that deal with the ins and outs of charges. Like Li-ion batteries can be damaged by being fully discharged so your device won't let you do that. They'll blink red at you to indicate they need a charge and shut off.
The only folks who have to worry about their batteries are the hobbyist types who do "mech" type mods. They have to manually manage their batteries. The rest of us have devices with small chips in them that are programmed to manage the batteries for us and you don't have to think much about it.
Well, except things like don't leave your batteries in a hot car in summer. That's just asking for trouble!
