My battery reads 1 Volt.

I got a battery in the mail and didnt charge it. Ran it until it stopped producing ay vapor. Now it reads 1 Volt. I should toss it huh?

You didn't mention what kind it is, but you shouldn't go below 2.4 volts for a Li-ion, 2.5v for Li-Mn. If you run a battery below the minimum discharge voltage you can damage the cell. If you ran your battery down to 1.0v you may have damaged it - its well below minimum discharge voltage. Using it isn't a risk worth taking. Dispose of it safely.
