My recent kit purchase.. Is it enough to start vaping once it arrives in the mail?

Most kits comes with everything to get you going. 50ml of menthol will keep you vaping for a while, but keep an eye on the level in the bottle and order in advance. Hope you like the menthol otherwise it'll be sitting in the drawer for a while whilst you experiment with other flavours. Try finding somewhere that does cheap 5ml sample bottles to find what sort of flavour works for you best.
If it has a battery, charger and some cartomizers, you have everything you need to start vaping that juice! While you're waiting for it, you might want to think about backups if it doesn't have two batteries. Depending on where you are in Florida you might have some actual stores that sell ecig products nearby, so I'd check into that. It would be helpful and thrifty to be able to sample different juice flavors and get quick supplies if you have one or two in your area. If you post your town, we might be able to help with that. Congratulations on making this great first step!
I looked up the description and you should be fine. The one I found comes with 2 batteries. I would charge one fully before trying it, they don't ship fully charged usually.

That said only 10 ml of liquid unless you ordered extra...That will go really fast especially with a tank. I would go ahead and order some regular cartomizers and more e liquid to start. I haven't advanced to tanks yet. Just now starting with clearomizers.
i would run over to the ejuice forums and pick up some supplier names as many of them offer small sampler sets
It doesn't look like it comes with a wall adapter for the charger, and you will probably want one of those. I think they charge a lot fast than a USB port.

It's my understanding that you can get vegetable glycerin at Walmart in the pharmacy section. Probably any other pharmacy would carry it as well. A couple of food safe bottles and you should be good to mix.
36 is strong, but it's all relative. How much do you smoke per day? I was 2 pad and make my juice 32 mg but I have to use 18 mg at night or I have trouble getting to sleep, but I chain vape at night in front of the computer.
You absolutely can delute it with either VG or PG. How much do you want to cut it down to? Here is a good calculator to use!
