If you want pass through charging while vaping, maybe look at the eleaf istick. I've seen them for less than 40 dollars, and they go up to 20 watts, and down to .5 ohms.

Watts are subjective on different mods though. On some of the higher end devices, people who would vape at 30 watts only vape at >15. SO, as far as actual power goes for any of these devices, ymmv.

IMHO I would say no, and this is why:

With a mech mod the only way to "fine tune" your vape is to put in a new coil (or go the rebuildable route and build a new coil). With a high vv/vw regulated mod (and its buck/boost circuitry) you can "fine tune" with a push of a button. On a mechanical mod your voltage drops as you vape, with a regulated mod this does not happen. Your first hit is just as good as your last hit.

It's easier to tune the performance of your atomizer when you can adjust both power variables. Resistance and voltage. With a mech, once you set the resistance by building and installing the coil(s), you're done making adjustments as the voltage is fixed. This is exactly why high powered variable devices are becoming popular with rda users. High power could only be reached with a mech in the past. Now you can achieve high power without losing the ability to adjust the power you're supplying to the load. 30 watts of variable power will cover the range of what most rebuildable tanks can do. Dual coil, rebuildable tanks with big airflow might be able to handle more, but those are closer to being drippers with tanks.
