All my batteries are 18xxx so I have no first hand experience with 14xxx. OTOH, for 18490 and 18350 I use AW. In those sizes IMO nothing can beat them specially in mechanical mods.
The AW IMR 14500 is rated at 9A continuous, which is pretty good. But at 650 mAh it's not going to last long at all at that kind of drain rate. Going to
Steam Engine's battery drain page and plugging in 0.5 ohms (about 7.6A at 4.2V taking voltage drop into account), 650 mAh and 3.7V nominal you get 5 minutes total runtime which is 60 5 second drags. You will not be running the battery down all the way so consider it 40 drags. With a 1.0 ohm build you double the runtime.
These small batteries are limited in max amps and mAh. There's nothing you can do about it, they simply have less lithium in them than the bigger batts do.
