Awesome FB,The published mah rating is measured for the entire useful voltage range of the battery. starting at 4.2 and dropping all the way down 2.5v. So in a low voltage application like a flashlite, the mah ratting is more accurate and does matter since you can use the battery all way down to it's min allowed voltage of 2.5v.
However for mechanical vapping we really start to notice a drop off after 3.7 volts so our minimum voltage is really 3.7. When you look at those charts you'll see that for amps loads above 2amps the 1600 can hold 3.7 volts longer than the other batteries. If you re-calculated mah for a minimum for 3.7volts the 1600 would actually have a higher mah than the others.
Also for regulated devices remember they cut out at about 3.1 or 3.2 volts. so any life left in a battery for voltages less than 3.1 is useless on those devices.
