Yeah, I was there 2 weeks ago - awesome city!
I think restaurants are non-smoking, but it seems to be up to individual bar owners whether to be smoking or not - smoking was allowed throughout Pat O'Briens for example, but nowhere in Napoleon House or Port Of Call. Smoking also permitted in the Harrahs casino - but I got smoked away from the Wizard of Oz slot by my neighbour, whose smoke-blowing was actually making me sick. Seems a pretty smoke-friendly place on the whole!

So.. restaurant with a bar in it.. NO SMOKING... bar that sells a few burgers.. smoking allowed.

I'm right outside NO and ditto that. A good rule of thumb is that if it's a fancy "club" type bar, probably no food and therefore smoking is okay. "Pub" type bar, probably food, no smoking. There are a few "club" bars that are designated non-smoking (I got dragged to one once...so awful...). I forget the name. NOLA.com has lots of info on clubs and events, so you could probably get info there on which bars are non-smoking.
