Liver swelling seems unlikely to be related to vaping or even smoking. Did the doctors not have an explanation? BP concerns should be no different than with smoking. It's related to nicotine levels, but nothing you can't compensate for with meds. If you are a vaper or patch user or gum chewer, you need those things to quit smoking, and they can still adjust your BP accordingly with meds. It's the same treatment for smokers.
Allergies - there are lots of potential causes. Throat swelling is very serious indeed. Avoid that juice for sure.
I personally am prone to allergic reactions and have different reactions to different things in e-liquids. Some flavors seem to give me an upset stomach, others give me an itch on my arms and back, and others cause a splitting headache. Some juices just give me a generalized kind of "hangover" type miserable feeling. Some of it I also think is related to the age of the juice or flavors, and is a by-product of aging, not a real ingredient. I make my own juice (DIY) so I can find the bad ingredients and avoid them, saves me a lot of money also.
Cinnamon is a common allergy-causing flavor. It's not real cinnamon in your juice, although real cinnamon, if vaped, would also be quite bad for you. I would start with changing flavors. If you are really concerned about PG or VG, you can buy pure VG & PG very cheap from DIY juice vendors. I think you can also find medical grade stuff at walmart and places like that.
