Hey if ya want mechanical and cheap I'd go for the k100 empire clone. It's only about $35 and you can get a cheap rda for $10. Provided you know how to build your own coils. If not youtube is a life saver. And a multimeter is a must so you can test your coils resistance before putting it on a battery.

That "jaw dropping vapor production" is a product of not only a mechanical mod, but also an RBA /RDA with a proper wick and coil. Along with that, YouTube is your friend for tons of videos on how to prepare a wick and build a coil to a resistance that will give you those big plumes. It's something that's not really achieved overnight and it requires patience and attention to detail.
I agree with El_tecolote, it dont matter if its a Smoktech RDA or a Nimbus RDA, An AGA-T or a Zen its all about how you build your coil and wick that would produce that "JAW DROPPING VAPOR PRODUCTION", but you got your mind in the right place already and that is your planning to start cheap which is the very fine place to start
