VG is very viscous and produces a lot of vapor, PG is much less viscous and carries a lot of the flavor.
The optimum power level is dependent on personal taste, and the specifics of the equipment and how they are set up, wicking, airflow etc. At higher power levels especially in tanks, people will often use a higher PG content as the reduced viscosity helps the wicking process and reduces the chances of getting a dry hit.

VG is what produces the vapor. PG is what produces throat hit and flavor. You can get max VG based juices with added flavor to account for the lack of PG. VG is thicker than PG, and burns better at high watts on atomizers such as RDAs/RTAs. Today's RTAs/sub ohm tanks have know problem keeping up with wicking higher VG based juices though.
