I dont know about priceangels for vape stuff, but I have purchased electronics, like android tablets and mp3 players, and wrist watches from them. The products are OK chinese quality, but they always deliver and the customer service is decent.
Personally I buy from China but also locally (Israel) and US.
Many Chinese retailers offer free worldwide shipping even for a 1$ item, so for me when ordering a small order that's a bonus (shipping from US is somewhere in the region of 16$ at min, so I avoid for small orders).
If I were from the US, I guess I would buy most items locally
As for Chinese suppliers, I did order from Priceangels some CE4s clearomizers (the kind one could open and clean and change the heads), they were fine especially when they sell for $2.60 free shipping.
Another site I ordered many times from is Tinydeal.com, also fine.

I actually have to say that I was turned on to vaping because of Price Angels!! I got my 1st (2nd and 3rd) setup from them. I used them a lot for micro sd cards and what not.. when I found all this "ego" stuff.... "Tobacco tar?? hmm wonder if that will work for me... wonder what's in it.. " and here I am now..
Price Angels and Tiny Deal (used both!!)will get you going for a low price. Sometimes it's good quality, sometimes not so good.. But they are cheap and can kick you in the right direction!
