it should vape from the artridge, assuming it is getting warm enouhg to do that. Does the atty glow whan you activate it? If not it may need cleaned or simply be a weak atty.
If you're getting vapor by dripping, then the atty and every other link in the chain must be ok--except the cart. Have you tried pulling out the filler and replacing it? Do you have the cart inserted all the way in, with the filler in contact with the atty bridge? Have you considered switching to dripping anyway?
+1 on the filler, my general suggestion is, you should go to youtube and look up the "tea bag mod" if you're going to continue to use a cartridge. This may not initially fix your issue, though it sounds like your filler might be swamped or something, but it's good information to know either way.

I'll preface this by admitting freely to the fact that I'm a lazy SOB, but that looks like a lot of trouble to me. The deal with these is that you can do the dripping you're doing now anyway, you just won't have to remove the tip. If nothing else, that gives you something to occupy yourself while waiting for the light to change.
i love my drip tip. my boyfriend thought he wouldn't want one, guess i'm glad i ordered extra. because he refuses to give it back since the first time i let him try it. lol.
i've been vaping for a week now, i have a 510 and as of yesterday been having lots of trouble getting vaper,the cartrige is full of liguid but the liguid is not vaping when i draw on the mouth piece,only when i drip a couple of drops on the atty , it vapes, getting frustrated.

I would agree with the PTB mod, it works amazing!
but i would also try cleaning the atty as well.
I would get some rubbing alcohol and soak the atty in a cup of it for about 2 hours
and than rinse it off under warm water and than blow it out and than let it dry.
Just remember once you've cleaned it to drop about 3 drops on your atty so you dont fry it!

Is the mouthpiece on when it's making vapor? May sound like a dumb question, but if you have a manual it's not so dumb to ask. Just trying to narrow it down.
Try pulling out the filler and pushing it back in till its even with the top of the cart. Top it off with a couple drops until its mushy looking, and try again. You may need to prime the atty with a drop or two though. I don't see how it wouldn't work if the atty is firing. I agree the mods are better than poly but it should still work.
Nothing wrong with dripping, and you're not alone. I'd always had problems getting carts or cartos to work consistently, and/or for very long. The drawback is you have to carry e-juice with you at all times. Not a problem.
