Max if it was running when it happened it prolly just needs a little time to cycle and reset 
That took out the Starter Capacitor in my outside unit one time. PLEASE Check the outside unit to see if it's hot. If it is, that means the Fan Motor is trying to start, but it can't. You'll need to kill the whole AC in that case, and call a repairman.
I hope it's not that, but if it is, the repair won't cost too much.

What he said^^^^^^ and if that doesn't work shut off the breaker for a few and turn it back on
(whew) okay.....give me a sec to catch my breath and I'll give ya'll a whole new section to play in

I checked the breakers and fuses and there all good so I shut it off, I'll turn it back on in a few ans see if it resets.
Maybe check the breaker box to see if the surge tripped the switch?
Some have a timer that keeps them from trying too start against HIGH HEAD pressure or it might have taken out your start cap
