The NC Senate passed SB 530 with a vote of 48-1, and the bill now goes to the NC House. It will surely pass the North Carolina House of Representatives which has more democrats than the Senate. Governor's signature is meaningless since the legislature will easily have the 2/3 majority to override his veto.

The bill currently says implementation by December 1st. We will have to wait for the wording of the final law but we are hoping your age will have to be verified only once and not with every order. The law applies to all sales, meaning to all states and countries.
