FAMILY SMOKING PREVENTION AND TOBACCO CONTROL AND FEDERAL RETIREMENT
REFORM
``(j) Report Preceding Introduction of Certain Substantially
Equivalent Products Into Interstate Commerce.--
``(1) In general.--Each person who is required to register
under this section and who proposes to begin the introduction or
delivery for introduction into interstate commerce for
commercial distribution of a tobacco product intended for human
use that was not commercially marketed (other than for test
marketing) in the United States as of February 15, 2007, shall,
at least 90 days prior to making such introduction or delivery,
report to the Secretary (in such form and manner as the
Secretary shall prescribe)--
E-juice was here before that grandfather date an therefore violate that part of the Federal Mandate at least in so far as the E-liguids that were available from Ruyan, Dekang and Joye.
By Constitutional law, States cannot overrule Federal Mandates.
And if its Nicotine Liquid spills that Hannon is worried about then all the OTC Nictine products will have to be removed from store shelves. Patches, Inhalers etc are all available to adults.
Perhaps there may have been a few unfortunate incidents related to e-liquid. As a chemical, the manufacture should probably be regulated so we know we are buying safe juice not juice cooked up in Aunt Bertha's Bathtub. That makes sense.
And if an adult want to kill themselves there are many chemicals redly available to the public like lye, bleach, insecticide, etc.
Perhaps the esteems senator is unaware that the one ingredient in tobacco products that does not kill 25% or 750,000 of the 3 millions Americans that die each year from tobacco products. Nicotine is just an addictive substance like oxygen and food and water. American's are due their liberties. If the e-cig industry is killed then on a global basis will make Senator Hannon the greatest mass murder in human history if he gets his way.
And its a funny coincidence that his bill was introduced the same exact month that RJR/Reynolds is debuting is Vuse sealed cartdrige system worldwide. Lets look at campaign contributions and corporate welfare.
