I bought some cheap Cartomizers from a Smoke shop because my last cart was about spent but it had nicotine in it, is there a special way to clean it to get the nicotine out or will it be washed out after a couple times being boiled and soaked in vodka?

Cartomizers are meant to be disposable, so washing is a little hit or miss.
The key after washing it is to get it very dry before you add more juice. Some people put them in the oven, some air dry. It usually takes a few days for them to dry completely.

Nicotine is soluable in water and alcohol.
Cleaning with either meathod (boil or vodka flush) should work for you.
Please note, PBusardo uses a drip tip and his cartos did not have the white soft tip that Boge cartos have, since they were already removed.
Remove these white silicon end pieces before boiling.

Welcome , and I just leave my carto's in some vodka , for a few hours , then blow them out , and reuse . I don't rinse with water . In my thinking , that would form rust on the coil , leading to certain failure . And I remove those plastic/rubber little doughnuts , as well .
Cartomizers are by design meant to be disposable. I take full advantage of that design. I buy between 15 to 20 a month. I don't clean them (waste of time). I don't top them up as I use carto tanks. Makes for a very easy vape.
