No. 9 vs No. 7

A few months ago I bought 30 ml of juice from ecigaretteschoice.com. It was tobacco flavored, medium strength, and sold as No. 9. (I just checked the label again.)

I like this stuff. But now I see they are selling No. 7.

Does anybody know, is this the same stuff?
