The three basic ingredients for mixing your own e-juice would be VG (or PG), flavoring and a no-flavor nicotine base. Because you don't want any nicotine and want to use VG and flavor only, there's a couple of things you need to know.

First, VG is very thick in viscosity and therefore will flow and wick much differently than regular e-juice. Therefore the VG must be 'thinned' out with either distilled water, or a high proof alcohol such as Vodka or Pure Grain Alcohol (PGA). A good starting mix would be about 90% VG to 10% of the thinning liquid. If it still appears too thick then go 80%/20%. As far as flavoring goes, I've never used vanilla extract before, but if you must use it, then add perhaps only 5% of that to your thinned-out mix. So your mix would be something like 80% VG, 15% water and 5% vanilla extract. Shake it up really well and try it. If it needs more flavor, just add one or two drops of the vanilla at a time to your mix and repeat trying it until you get what you are looking for.

You will eventually reach a point where adding more flavor doesn't make any difference and begins to ruin the mix.
