I'm pretty sure that it's a shorty cone, possibly from mad vapes. It allows you to cover the outer threads on the ego battery while using a tank (not the ego-t) or odd sized cartomizer.

it is strictly for that ego look but it does seem to tighten the draw slightly

Homedude in post # 5 hit the nail on the head it covers the mail threads when using a tank to give it a more streamline look.
