It means you can highlight it, then copy it and paste it directly into your email.
That way you don't have to type out all the email addresses and you don't risk making any mistakes.

I read about this a couple days ago, it seems like more and more politicians are aiming at banning e-cigs for "flavored" reasons now instead of "unhealthy" reasons. Let's snuff these guys out!
