FDA Old FDA comment site closed. Where is new one?

The above link only worked until July 9 and there's been a 30 day extension. Anyone know where the "new" commenting form is? Why the hell they can't leave the current one active is beyond me.

Edited: I erroneously assumed the comment period was over. It isn't.
