The filler inside is literally burnt, so no you can't clean that out. Get a pair of tweezers and pull the filler out and look at it before you throw it away. If you wait at least 30 minutes for new blank cartomizers to completely absorb juice to their core and keep your cartomizers topped off with juice after that, you can avoid burning.
