I somewhat agree with this. Look at text messaging....no one "talks" to anyone anymore. I can imagine that people skills are a skill that needs practice, just like anything else. If it has been 6 months since you have had a phone conversation, have you lost some of the ability? Then again maybe it's like riding a bike and you never really forget how to interact face to face, ear to ear with a human. I can imagine though that the lack of human interaction can wear on a persons ability to hold a face to face conversation.

Years ago 'smoking' was one of the biggest social tools of them all.....I met and started many, many, conversations and friendships by offering someone a smoke or by accepting a smoke....and in 'groups' of friends it was always like some kind of friendship bonding ritual for everyone to take turns passing out the cigarettes.....I can even remember that sometimes when I went into a real rough pub on my own, where I didn't know anyone, it wasn't unusual for the pubs obvious 'hard guy' to have the cheek to come up and scrounge a cigarette...and by happily giving him one, it was like I had passed a test and became accepted in the pub. .......perhaps e-cigs will become the new conversations starters........"hi mate is that the NV 5000 GT you are vaping?....are they any good?" :):)
