25,000 signatures needed to establish a new identity (ssn) for a man with memory loss, lol - who sets those numbers? and downright shocking that there is no other way to cut through the red tape.

recap > man was found beaten and naked behind a dumpster back in 2004 and has had memory loss since then. apparently, there has been no success to establish his identity and, without a social security number, he cannot apply for benefits he sorely needs.

The guy never had a driver's license or State ID in Denver before he lost his memory? FBI couldn't find him? Nobody reported him missing? I don't understand all that.

What really TICKS ME OFF is that you have to have picture ID and an SS# to sleep in a warm place/shelter. THAT needs to change. Maybe just a thumb-print scan and a database of shelter-users if they even need to go that far (to figure out who is where or whatever they need it for).

only if it was set up for that .............. this happened in 2004, way before the newest technology. i believe you need a certain kind of pic in the data base, not sure though

I really don't know how effective or accurate the facial recognition software is even these days...

but,I'd guess that initial searches in Denver came up dry. To me that suggests that even though he's currently there and has memories of there ( ...but maybe not recent ones) he was probably visiting. Otherwise wouldn't there have been a way to track him through missing person's reports? . The nationwide appeal may be needed to figure where he might have been visiting from.
