A "part" means a part of the final mix. The key is that each "part" that you put into the mix is the same size as all the other parts. It can be a drop, a milliliter, an ounce or a gallon depending on how much you want to mix up.

If you have a 15ml bottle you want to fill with the mix and your recipe is 1 part A and 1 part B, you'll use 7.5ml of each. If you are not overly finicky, the easiest thing is to fill the bottle halfway with A then fill the rest with B.
