Try heat and cold. Heat the part on the outside, that will expand it. Cool the part on the inside, that will shrink it.

After you get it apart give some thought to noalox. It contains grease to stop the locking and zinc to improve contact. Use it very sparingly on steel, copper, brass, whatever. As an added bonus it makes poorly machined threads feel a little better.
