The average person doesn't have a clue how to test voltage and many of them probably wouldn't know what volt is correct. Usually they sell li-ion batteries without protection to use in packs or devices with a protection circuit.
That was the answer I had been looking for but didn't realize it until I read it. That is a logical reason for unprotected Li-ion batteries. Thank you!
