penstyle is an 801. Probably the auto switch is gummed up and stuck. You can try rapping it on the table or blowing in it to get it un-stuck. Or get new batteries. Or get a manual switch PV and you never have to worry about this happening.
I had that happen to me once. I tried rapping on the table (ie, tapping, hitting). I tried blowing on the LED end (there are two holes). Didn't work for me, I had to send the battery back to my supplier and get a new one. Only happend to one of my tho, the others, and the replacement, were fine.
The fast blink generally is a sign the battery is not charged, but you said they were. I am starting to agree with wv2win (he knows stuff) that the automatic switches inside the battery may be fouled from e-liquid that likely seeped into them from the atomizer. Not the best of news if you have no other batteries.
The rapping concept is to try and unstick the auto switch. It never worked for me.
If these batteries are under warranty, get them replaced. Otherwise, you need to buy more, plus a few more for emergencies like this.
