Including e-cigs in smoking bans is going international:

DAVAO— The local government said it will include electronic-cigarettes (e-cigarettes) in its city-wide smoking ban.
According to Dr. Domilyn Villareiz, chief of the Davao Anti Smoking Task Force, using an e-cigarette still emulates the act of smoking. “If we allow these e-cigarette smokers, it is like tolerating the acts of smoking,” Villareiz said.

Then are we to assume that this supposed doctor would also be in favor of banning all people from taking pills in public places or anywhere outside where there is exposure to the public because ' if we allow people to pop pills, it is like tolerating the act of drug taking behavior.' The supposed doctor would also be in favor of banning playing catch in public parks because if they allowed people to throw a ball it would be like tolerating throwing rocks or throwing knives; and he would also be in favor of banning football and all contact sports in that it is like tolerating physical assault and violence; or maybe banning the little health food snacks that are designed to look like a candy bar because it is like tolerating eating candy which leads to obesity

How about just banning the Davao Anti Smoking Task Force because if they are allowed to continue their lunacy that truly IS Tolerating bigotry, insanity, discrimination and tyranny.

It's still a long way to go before Philippine authorities catch up with current issues surrounding e-cigs. I live in Manila and I can say we have a big enough community of vapers here that remains free of any government intervention. We are likewise of the same opinion that that doctor from Davao doesn't know what she's talking about. To be fair, Davao's anti-smoking ordinance still doesn't include e-cigs, which is why the same article cited by the OP says that vapers there will not be penalized (yet), but will be asked to step out of no-smoking areas.

Just recently a local TV show came out with a sort of documentary about smoking, and I was interviewed as a resource person on e-cigs. The final product has the show host pronouncing that e-cigs are claimed to be nicotine-free, this despite my lengthy discourse on what an e-cig does and does not contain. Indeed, people's prejudice against our favorite substance is what gives electronic cigarettes the bad rep they don't deserve.
