Question 1: What you see is normal. Even though you prime a carto adequately, after a few vapes the juice at the top gets sucked down through the polyfill towards the bottom on the cartomizer, where the heating coil is. Even though juice from the tank fills the carto through the punched holes of the cartomizer, it will never fill it to the point of keeping the top filler wet. As long as the filler surrounding the heating coil is wet, it won't burn.

Question 2: It depends upon how much is "leaking". A drop can be considered normal, and is likely just vapor in the air hole condensing back into liquid form and collecting at the connector.

If it is more than that, there is either juice in the air hole from improper fill technique. Or your cartomizer has become flooded.

I fill my cartos by dripping juice from the top. I place a wood toothpick in the air hole to keep juice out.

Flooding can be caused from an improper draw technique. Too hard of a draw or puff can cause too much juice to enter the carto and flooding it, the excess juice has no where else to go but into the air hole and out the connector. A gentler and longer draw of 4 - 6 seconds is suggested. I suggest that new tank users imitate sucking on a straw in a thick milkshake.

Extremely thin e-liquids may cause a carto to flood. If that is what you are using, perhaps a one hole pre-punched carto would work better.
