How can I use a Samsung 18650 to power an atomizer to burn air freshener scent using a switch that will heat at intervals and be able to recharge the battery using e-cig 510 connect to charge through. How do I wire this, what components do I need? Thank you.

Why? You can get a Glade plug in that does exactly that for like $3.
Not to mention, that if I compiled a list of components to build a prototype, I would patent and market it myself.
