ECF resizes the pic until it fits the limitations of file size (# of bytes). So it shrinks it. The jpeg format supports lossy compression so you can easily use the quality "slider" to reduce the file size and still keep the image big.

So, open it in paint like Allazar said, save it in jpeg format and use the slider to get the file size down to 5k or 10k or whatever the limit is for a supporting or non-supporting member. The dimensions should be set 1st though (and that will also change the size).

I used photoshop, but basically I pasted the image, chose 'save for web', and set the dimensions. pretty much what Atty was saying, but without having to understand the principles :)
