Problem with my new kick.. Not ampin up the power

Ok I got a kick the other day.. First I tested my mod without it and I read 3.7 on my multi reader. I put in the kick and turned it up all the way but it still only reads 5. Now.. Shouldn't it read 15. With the kick all the way up.....

5volts.. 15watts with a ~1.73ohm coil.
