Problem with order Nicotine from US

Hey all,

New to the forum here and thought I'd ask for some suggestions.

I live in Canada and started vaping a few months ago. Unfortunately, I quickly found out that nicotine e-liquid is extremely expensive here.

So, I delved a bit into figuring out how to make my own juice. I went to NicVape, a website from the US, and order some PG, VG, and 1L of 100mg Nicotine. I figured I'd buy a lot in one shot so I'd have a good supply for a while. Big mistake. After paying $47 in shipping, DHL informed me a few days later that the package was being held at customs and that I need a license to import the nicotine. As I do not have a license, I was forced to send the package back. NicVape won't refund the shipping either.

Anyone else have these issues before?

Where is the best place to get some liquid nicotine, for you Canadians here?

Here is the official statement To All Persons Interested in Importing, Advertising or Selling Electronic Smoking Products in Canada - Health Canada Notice 2009-03-27

This really needs to go to court. Health Canada is well beyond what the law allows and their jurisdiction. For example paragraph two "In addition, the delivery system within an electronic smoking kit that contains nicotine must meet the requirements of the Medical Devices Regulations." I believe e cigs have never been classified as medical devices or anything else in Canada. Until my couch is classified as a motor vehicle, which may happen given the current nanny gov mentality, but until my couch is classified the requirements of the Motor Vehicle Regulations do not apply.

Ok, I guess I'll try over at the Canada forum.

I'm surprised none of the bigger e-cig manufacturers have taken Health Canada to court yet. If people can't get affordable nicotine ejuice in Canada, they likely won't buy as many ecigs.

Also, what's worse? I'd rather have my population smoking e-cigs than analog. Oh wait, right, less tax revenue lol.

Hey Sgt. they are all just packages, I'm inclined to think gifts get more attention.

I honestly think the reason that my package was stopped was due to the quantity. 1L of 100mg nicotine is quite a bit. The CBSA officer at one point asked me how much I'm trying to import and when I told him, he gave me a look like he was thinking about releasing it... but then said it's too much quantity.

Also, they can just look at the manifest for the package. Nicotine written on there clear as day. A gift package would not have that kind of manifest.

I am in Canada and have ordered 30ml bottles of ejuice from US vendors without issue although I've seen larger quantities be stopped. The most I've brought in personally is 5 30ml bottles at once. On the customs manifest, it read ejuice. It was 5 days from ordering to my door. Maybe it was the larger bottle? It's a pain not knowing whether it's going to make it over the border or not so now I get a local B&M to get it for me. I've had no issues. I pay a bit more but have no hassles. There are also some GREAT canadian vendors as well.

Bet he didn't say how much is not to much.

Every package requires an tag stating what it contains. Many peeps think shipping things as gifts is a way to not pay duty and tax as gifts are exempt. Customs is well aware of that.

No, he didn't haha. Probably because there isn't any actual regulation on it.

So you think the B&Ms have licenses to import it? According to Health Canada, it's not even 'legal' to sell nicotine e-juice under the Food and Drug Act. The government just turns a blind eye to it for now because Health Canada is still investigating the product. That doesn't mean that nic ejuice is dangerous, just means that HC does this every time they put a product under investigation. They just slap this controlled substance label on it until, after a decade, they finally make a decision.

I would try again ordering a lower quantity or even ordering some pre mad ejuice from an ejuice company. You say you ordered a large amount and that may be the reason why your package got held up. I would try to be more discreet or even call a vape shop in the USA and talk to the owner. Explain your situation and ask if you buy from him, will he do a special package for you. The vape shop wouldn't be doing anything illegal and it might help you get through customs. Just my $.02 cents. Good luck!
