The Sultan holds power of course. But whatever he says will be merely a decree for the people of Johor to follow. So if the business owner is a die hard follower of the Sultan, he may close the shop.
There will be no law and no clampdown as that instruction comes from the government.
Since the independence, the rulers are there as figures of power. But they dont control the law. So their rule is based on respect of the people.

It's kinda like our President and Prime Minister. One is the head of state. The other the head of government. The government wields the executive power. The state is a permanent symbol that represents what the government does. Thus this is why the head of state is always non-partisan. The head of government can change parties. The state is always the state.

Similar to UK's govt as well.

it's boleh land after all.. im getting the feeling that even if the ban happens, we'll still be able to get supplies, just that prices will be exorbitant,
But remember that now, the check is done only at SG side, if it's illegal there, there will be checks on both sides. Double the risk.

His private army is small and mainly ceremonial like those istana guards...

However his power is different from other sultans, he is more vocal and hands on compared to the other sultans..do not brush aside his demands...

What is see is shops might still be open but more secretive and not with big sign boards...

I second this. If it was not the ban it would've been from regulation. Either way there will be changes. What matters is availability. And we all know how well the black market can flourish up north. They don't call her "Bolehland" for nothing.
