Public Awareness Video Production

Ok, so here I come to ask about video production on behalf of public awareness. I believe I read somewhere that it's illegal to put music in any advertisement for cigarettes (and from what I understand with the ongoing FDA case, e-cigs are currently classified as recreational tobacco products..and correct me if I'm wrong).

So here is where I'm headed, and it may already be something that I just haven't found. What went through my head, is if there were people here that wanted to organize their skills and make a "public awareness" video for youtube, etc. and I don't know what sort of content would be included, since I'm not an expert in this field, I own a recording studio and write soundtrack music, etc. So if there were people here that had the vision, knowledge, and equipment to make such a video, would that fall into the "no music allowed" or would that be ok, since it wasn't an actual ad for selling e-cigs. If it were allowed, I would love to collaborate with people that would be willing to share their expertise with their given talents, and write some soundtrack music that would help magnify the message.

Like I said, I am not familiar with the laws on this, and I may be way behind the game and just not have seen this sort of video yet, but it seems that every important issue has a public awareness "commercial" to help spread the word to the general public. It seems that non smokers should be on our side, since we are saving them from second hand smoke and the stench from our breath, clothing, and when they come to visit.

It all adds up to the fact that I am offering my services to ECF as a "court composer" to help our cause if needed. :|
