I prefer laser drilled carto's over punched, the holes are uniform and the process doesn't distort the carto body.
You can buy pre punched or lazer drilled carto's or a carto punch or something that will work as a carto punch from many different places.

Hardware stores carry 1/4" self tapping saddle valve that will work, best to practice on a few old/unusable carto's first, you may have to remove and sharpen the tapping screw to keep body distortion to a minimum. I have replaced this screw with a self tapping metal screw but forgot the size/thread/length used.

I generally recommend beginner cartotank users buy pre-punched (laser-drilled) cartomizers for their cartotanks as that is one less thing to do wrong when diving into cartotanks. Besides, laser-drilled cartos are kinder to your tank's end cap o-rings as the tool-punched cartos are almost always shape-distorted and can cause unneccesary wear and tear to the o-rings.

Pre-punched cartos are great. No fuss . . . Simply prime and go.

I had purchased a handful of pre-punched single hole cartos by accident. Fortunately, I had a carto punch on hand. I simply took my time, as not to mangle the carto tube and not to make too big a hole. It worked . . . Whew!
